The Sultanate of Oman’s Ministry of Housing and Urban Planning (MOHUP) has signed a series of investment and cooperation agreements totalling over USD 212m at MIPIM 2026, the world’s leading real estate and urban development forum.
The agreements were formalised at the Sultanate of Oman Pavilion during the Global Cities Forum session on 11 March, and represent a significant advance in Oman’s Future Cities Programme – a portfolio of urban development projects aligned with Oman Vision 2040, representing more than USD 16bn in total planned investment.

Agreements signed
- Development Agreement — A’Thuraya City
MOHUP has signed a development agreement with Vogue Homes Portugal for residential development within A’Thuraya City, one of Oman’s flagship Future Cities projects and a 2026 MIPIM Awards shortlisted scheme. The agreement marks the first European residential developer to commit to the A’Thuraya City masterplan.
2. Branded Residences Agreement — A’Thuraya City
A multi-party consortium comprising Avant Garde Properties, F&M International, Metrogramma, and The One Atelier has signed an agreement with MOHUP for the development of branded residences within A’Thuraya City. The partnership brings together international design, development, and residential branding expertise to deliver a premium residential quarter within the wider city masterplan.

3. MOU Development Agreement — Al Khuwair Downtown
The investment value was not disclosed, but the parties are Artas Holding and MOHUP.
4. Specialised Healthcare Facilities
Al Daham Real Estate and Kubba – a company specialising in the development and operation of hospitals and stem cell therapy technologies – have signed an advisory cooperation agreement for the development and operation of specialised healthcare facilities in Oman. The agreement reflects growing international interest in Oman’s healthcare infrastructure as part of its broader urban development strategy.
5. Investment Cooperation Agreement — Al Daham Real Estate and NEWMARK (UK)
Al Daham Real Estate and NEWMARK (UK) have formalised an investment cooperation agreement for real estate development projects, establishing a framework for ongoing collaboration between the two organisations across Oman’s growing investment pipeline.
6. Greater Muscat — First Middle East Member of the Global BID Innovation Club
Greater Muscat has been accepted into the Global Business Districts Innovation Club, a prestigious international network bringing together some of the world’s most influential business districts and city-centre partnerships. The membership positions Muscat within a global community of urban leaders shaping the future of city management, collaboration and investment – reinforcing Oman’s ambition to deliver internationally competitive, well-managed and investment-ready districts as part of its future cities programme.
